Bill Summary

AN ACT to amend the education law, in relation to requirements for licensure as a dentist

AI Summary

This bill modifies New York state education law to create a new pathway for foreign-trained dentists to become licensed in the state by establishing a preceptorship program. Under this new provision, foreign dentists who are not eligible for licensure by endorsement can obtain a limited permit to practice dentistry in federally qualified health care facilities or similar facilities serving underserved populations. To qualify, these dentists must: (1) be licensed to practice dentistry outside the United States, (2) pass a preliminary competency examination, (3) have at least five years of full-time dental practice experience within the past seven years, and (4) practice exclusively in qualifying healthcare facilities. The preceptorship program allows these dentists to work under the supervision of a licensed preceptor dentist who has practiced for at least three years and can supervise no more than one full-time or two part-time preceptees. After successfully completing five years in this program, dentists may then apply for full licensure in New York state. The bill also updates provisions related to citizenship requirements and expands the types of experience that can be considered when evaluating a dentist's qualifications for licensure, now including both traditional residency programs and this new preceptorship pathway.
