This bill requires health care sharing plans or arrangements (organizations that help members share health care costs but are not traditional insurance) to submit detailed annual reports to Vermont's Commissioner of Financial Regulation if they operate in the state. The required reporting includes comprehensive information such as the number of participants, total fees collected, reimbursement requests submitted and approved, details about providers and third-party administrators, marketing materials, organizational structure, and financial data. Entities must submit this information by October 1, 2025, and annually thereafter, and certify its accuracy. If an organization fails to submit complete information, they may face administrative penalties up to $5,000 per day and potentially receive a cease and desist order. The Commissioner must then prepare and publish a public report summarizing the submitted information by April 1, 2026, and every October 1st thereafter, including information to help consumers understand these plans and file complaints. The bill aims to increase transparency and provide regulators and consumers with more information about these alternative health care cost-sharing arrangements, which are not traditional insurance and thus not subject to the same regulatory oversight.
