Bill Summary

When a catalytic converter mechanically fails or is stolen from a motor vehicle, current rules of the air quality control commission require the replacement to comply with the rules of the California air resources board. The bill creates a temporary exception that allows a person to use a replacement catalytic converter that complies with the standards established by rules of the federal environmental protection agency if: ! In the case of the theft of a catalytic converter, the theft has been reported to a law enforcement agency; and ! The owner or operator of the motor vehicle has made a reasonable effort to obtain the required replacement catalytic converter and has been unable to obtain the replacement catalytic converter. The exception is repealed, effective July 1, 2027.

AI Summary

This bill creates a temporary exception to Colorado's existing air quality and vehicle emissions regulations that allows motor vehicle owners to use a replacement catalytic converter that meets federal Environmental Protection Agency (EPA) standards instead of California Air Resources Board standards under specific circumstances. The exception applies when a catalytic converter has been stolen or mechanically fails, and the vehicle owner has reported the theft to law enforcement and made a reasonable effort to obtain a compliant replacement converter but cannot find one. The Air Quality Control Commission is required to adopt rules implementing this exception by October 1, 2025, and the entire provision will be automatically repealed on July 1, 2027. This temporary measure aims to provide relief to vehicle owners who might otherwise be unable to drive their vehicles due to difficulties in obtaining specific catalytic converter replacements, while still maintaining environmental protection goals by requiring compliance with federal emissions standards.
