This bill establishes new rules for promoting third-grade students based on their language arts proficiency. Specifically, the bill prohibits school districts from automatically advancing a third-grade student to the fourth grade unless they demonstrate grade-level proficiency on a statewide language arts assessment. However, the bill provides several exceptions to this rule, including: students with individualized education programs (IEPs), English language learners who have received less than three years of English instruction, students who have already been retained in grades K-3, and students who can demonstrate proficiency through alternative assessments or by retaking the test before the next school year begins. The bill requires school districts to administer the language arts assessment at the end of the third-grade school year and provide additional testing opportunities for students who do not initially meet the proficiency standard. The new promotion requirements will first apply to student advancement decisions for the 2026-2027 school year, giving schools time to prepare for the new assessment and retention guidelines.
