This bill modifies Maryland's career ladder for educators by increasing the required classroom teaching time for teachers at levels one, two, and three from 60% to 80% of their working time. The career ladder is a professional development framework with four levels: Level one is a state-certified teacher, level two involves pursuing a master's degree or additional credits, level three includes National Board Certified (NBC) teachers or those with a master's degree in their subject area, and level four consists of teacher leadership and administrator tracks. The remaining 20% of a teacher's time can be spent on activities such as improving instruction, tutoring students who need additional help, working with challenging students or those in poverty, and participating in professional learning. The changes will take effect on July 1, 2025, and aim to increase direct classroom teaching time while still allowing for important supplementary educational support activities.
