This bill establishes a comprehensive Covered Electronic Device Recycling Program in Maryland designed to improve electronic waste management and recycling. The program creates new definitions for electronic devices, including "Tier I" devices (like computer monitors and televisions) and "Tier II" devices (such as laptops, cell phones, and printers), and sets up a structured recycling system. Beginning July 1, 2027, consumers will pay a recycling fee when purchasing new covered electronic devices, with electronics retailers required to collect and remit these fees to the state.
