This bill amends Florida law to provide additional protections for tenants in affordable housing units by defining key terms and restricting rent increases. Specifically, the bill defines "affordable" by referencing an existing statute and defines "base rent" as the initial rent for a dwelling unit calculated using formulas from housing programs or based on Area Median Income guidelines. The legislation prohibits landlords who have received federal, state, or local funding or tax incentives for affordable housing units from increasing the base rent during the term of a rental agreement. However, the bill does allow for rent changes when a tenant renews their rental agreement or when changes occur in the tenant's housing assistance payment qualifications. The new provisions will apply to rental agreements with terms of 13 months or less that are entered into on or after July 1, 2026, and the bill itself will take effect on July 1, 2025.
