This bill amends Florida's rental law to restrict rent increases for certain affordable housing units. Specifically, the bill defines "affordable" by referencing an existing statute (s. 420.0004) and prohibits landlords who have received federal, state, or local funding or tax incentives for affordable housing from raising rent during the term of a rental agreement. However, the law does allow for rent increases in two scenarios: when a tenant is renewing their rental agreement and when a rent increase is necessary to comply with federal laws, rules, or regulations. The bill applies only to rental agreements with a term of 13 months or less that are entered into on or after July 1, 2026. The purpose of this legislation appears to be protecting tenants in affordable housing from unexpected rent hikes during their initial lease term, while still allowing for some flexibility in rent adjustments. The bill will take effect on July 1, 2025.
