This bill establishes two new teacher preparation models: teacher residency and teacher apprenticeship programs. For teacher residency programs, the bill defines a collaborative model where new teachers spend a full year co-teaching with an experienced mentor while simultaneously completing targeted academic coursework. Key requirements include a formal partnership between a school district and a teacher preparation program, at least 900 hours of preservice clinical practice, cohort-based grouping, funding for residents, and stipends for mentors. For teacher apprenticeship models, the bill requires approval from both the Washington state apprenticeship and training council and the professional educator standards board, with apprentices receiving 2,000 hours of mentored teaching experience (including up to 540 hours as a paraeducator). Starting September 1, 2025, entities must be approved by the professional educator standards board before applying to operate these programs, and any changes to school district partnerships must also receive board approval. The goal of these programs is to develop effective, community-focused teachers through structured, hands-on learning experiences that provide comprehensive support and mentorship during the initial stages of a teacher's career.
