This bill requires the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) to conduct a comprehensive study focused on protecting the state's financial security, sovereignty, and resiliency. The study must explore six key areas: strategies for improving the state's sourcing and availability of essential goods like food, oil, and medicine in case of disruptions with current trade partners or significant price inflation; ways to reduce dependence on centralized systems (financial, communications, energy, transportation) that could be vulnerable to natural disasters or systemic failures; methods for conducting financial transactions if electronic systems are interrupted or compromised; ensuring proper oversight of contractual obligations and vendor relationships; and identifying opportunities to enhance local and statewide supply chains for Tennessee-based businesses, banks, manufacturers, and farms. TACIR is mandated to complete this study and submit a detailed report with findings and potential legislative recommendations to every member of the general assembly by September 1, 2025, with the option to deliver the report electronically. The bill takes effect immediately upon becoming law, reflecting the state's desire to proactively address potential economic and infrastructure vulnerabilities.
