The study must explore six key areas: strategies for improving Tennessee's sourcing and availability of essential goods like food, oil, and medicine in scenarios involving changes in trade partnerships or significant price inflation; methods to reduce dependence on centralized systems (financial, communications, energy, transportation) that could be vulnerable to disruption; developing alternative approaches for conducting financial transactions and communications if existing electronic methods become compromised or unavailable; ensuring proper oversight of contractual obligations and vendor relationships while maintaining constitutional compliance; and identifying opportunities to increase local and statewide supply of essential goods, services, and capital for Tennessee-based businesses, banks, manufacturers, and farms. TACIR is mandated to complete this study and submit a detailed report with findings and potential legislative recommendations to the general assembly by September 1, 2025, with the option to deliver the report electronically. The bill takes effect immediately upon becoming law, emphasizing its importance to public welfare.
