This bill addresses safety concerns related to in-ground swimming pools by mandating that pool owners install proper barriers to prevent accidental drownings, particularly for children. Specifically, the bill requires that any owner of an in-ground swimming pool without a barrier compliant with the State Building Code (as revised on October 1, 2022) must install an appropriate barrier by July 1, 2026. Importantly, the bill explicitly removes a previous provision that allowed powered safety covers or retractable covers (even those meeting ASTM F1346 standards) to be considered an acceptable alternative to a physical barrier.
