This bill amends Tennessee school attendance laws to allow local education agencies (LEAs) and public charter schools to provide up to four days of the required 180 school days through hybrid learning during dangerous or extreme weather conditions, emergencies, or other qualifying events. Hybrid learning is defined as an instructional day where some students attend in-person while others participate remotely. The bill requires schools using hybrid learning to ensure kindergarten students receive at least 4 hours of instruction and students in grades 1-12 receive at least 6.5 hours of instruction daily. Schools must implement policies to track student attendance, confirm student participation, distinguish between excused and unexcused absences, and provide interventions for student absences during remote instruction. Additionally, schools must continue to comply with all state and federal laws, including providing services for students with individualized education programs (IEPs). If a school uses all four hybrid learning days, they may request additional hybrid learning days from the commissioner in cases of natural disasters or serious illness outbreaks affecting students or staff. The bill will take effect on July 1, 2025.
