This bill amends Tennessee education law to allow local education agencies (LEAs) and public charter schools to provide up to four days of the required 180 school days through hybrid learning during dangerous weather conditions, emergencies, or other qualifying situations. Under this legislation, hybrid learning means a day where some students attend in-person while others participate remotely. Schools must ensure kindergarten students receive at least 4 hours of instruction and students in grades 1-12 receive at least 6.5 hours of instruction on these hybrid learning days. Schools will be required to implement policies to track student attendance, confirm student participation, determine excused and unexcused absences, and provide interventions for student absences during remote instruction. The bill also mandates that schools continue to comply with all state and federal laws, including providing services for students with individualized education programs (IEPs). If a school uses all four authorized hybrid learning days, they may request additional days from the commissioner in cases of natural disasters or serious illness outbreaks. The legislation will take effect on July 1, 2025, and is designed to provide schools with flexibility in responding to unexpected disruptions while maintaining educational standards.
