This bill requires coroners and coroner's deputies in New York to complete 30 hours of mandatory continuing education in medical-legal investigation over a three-year period. The education courses must be state-approved and prescribed by the department of health in consultation with various state agencies, including criminal justice services and the commission on forensic science. Coroners and deputies will need to register triennially with the department of health and will be exempt from the requirement for one year after their initial election or appointment. Those who do not complete the mandatory education will be prohibited from practicing until they meet the requirements and obtain a completion certificate. The New York State Association of County Coroners and Medical Examiners will track compliance and notify individuals and counties of non-compliance. The bill allows for potential exemptions or adjustments to the requirement for reasons such as health issues, military service, or other good cause as determined by the department of health. The cost of these courses will be the responsibility of the coroner or deputy, though counties may choose to reimburse some or all of the expenses. The bill will take effect 180 days after becoming law.
