This bill requires coroners and coroner's deputies in New York state to complete 30 hours of mandatory continuing education in medical-legal investigation courses every three years. The education courses must be state-approved and will be prescribed and certified by the Department of Health in consultation with various state agencies, including the Department of State, Division of Criminal Justice Services, and others. Coroners and deputies will be responsible for paying for these courses, though counties may choose to reimburse them. Each professional must register triennially with the Department of Health and will be exempt from the requirement for one year after first being elected or appointed. Those who fail to meet the continuing education requirements will not be allowed to practice until they complete the necessary training and receive a certificate of completion. The New York State Association of County Coroners and Medical Examiners will track compliance and notify individuals and counties of non-compliance. The bill also provides some flexibility for exemptions due to health issues, military service, or other good cause as determined by the Department of Health. The new requirements will go into effect 180 days after the bill becomes law.
