This bill establishes an Aging in Place Task Force within the New York State Office for the Aging, comprised of 14 members including state officials, legislative leaders, and appointees, to comprehensively study strategies for supporting older adults in remaining in their homes and communities as they age. The task force will examine critical areas such as infrastructure improvements, transportation, zoning changes to facilitate home care, nutrition programs, fraud protections, home medical care options, tax incentives, and private insurance incentives. The members will serve without salary but will be reimbursed for expenses, and the task force will be supported by state agencies providing necessary facilities and data. Two chairpersons (one selected by the Senate president and one by the Assembly speaker) will lead the group, with the first meeting required within 60 days of the act's effective date. The task force is mandated to submit a comprehensive report of its findings and recommendations to the governor and legislative leaders by January 1, 2028, after which it will be dissolved, either upon report submission or by December 31, 2028, whichever is later. The bill aims to develop actionable strategies to help New York's aging population maintain independence and quality of life in their current communities.
