This bill authorizes the Tennessee Attorney General and Reporter to conduct a study of the District Attorney General's handling of charges and other related matters within the thirtieth judicial district, specifically focusing on the disposition of charges stemming from the "Memphis safe task force" (a federal initiative aimed at reducing street and violent crime in Memphis through aggressive policing and prosecution), recommendations for pretrial release and bail, the use of funds including potential misuse of grants, and any other alleged misconduct. The Attorney General and Reporter will have access to all relevant records, even confidential ones, and must submit a report of their findings to the Speakers of the House and Senate by January 1, 2027. If the study reveals clear evidence that the District Attorney General has refused to prosecute criminal offenses based on unjustifiable or unconstitutional standards, or has otherwise failed to prosecute according to law, the Attorney General and Reporter can petition the state Supreme Court to appoint a special prosecutor, known as a district attorney general pro tem, to handle those specific cases.
