This bill requires the North Carolina State Board of Education to develop and implement two key plans for public schools: a Medical Condition Action Plan and a Medical Emergency Plan. The Medical Condition Action Plan must be created for each student who has been diagnosed by a doctor as being at risk for a medical emergency, and will include a standard form with detailed instructions for school staff on how to handle potential medical emergencies. The Medical Emergency Plan will provide guidelines for how school employees should respond to medical emergencies that are not already covered by an individual student's action plan. The bill mandates that at least one employee per school be trained in first aid and lifesaving techniques, including seizure recognition, and that these plans will apply to all public school units, including traditional public schools, charter schools, regional schools, and laboratory schools. The plans aim to ensure that school staff are prepared to provide appropriate medical care and emergency response while also protecting employees from civil liability as long as they act in good faith and without gross negligence. The new requirements will take effect for the 2025-2026 school year, giving schools time to prepare and implement the necessary plans and training.
