This bill requires the Minnesota Commissioner of Human Services to develop draft legislation that would formally codify (legally establish) the standards and requirements for integrated community supports. These supports are currently defined in several federal waiver plans related to brain injury, disability inclusion, community alternative care, and developmental disabilities. The bill mandates that the commissioner consult with a diverse range of stakeholders during this process, including professional associations representing residential resources and social service administrators, as well as people with disabilities who are currently or potentially receiving these supports. The consultation process must be transparent and provide meaningful opportunities for input from both service providers and recipients. By January 1, 2026, the commissioner must submit the proposed legislative language to the chairs and ranking minority members of the legislative committees responsible for health and human services policy and finance. The goal of this bill is to create a clear, legally defined framework for integrated community supports that reflects input from those most directly affected by these services.
