This bill requires the Minnesota Commissioner of Human Services to develop draft legislation that would formally codify (legally establish) the standards and requirements for integrated community supports, which are currently specified in several federal waiver plans for people with brain injuries, disabilities, and developmental conditions. The commissioner must consult with a diverse group of stakeholders during this process, including professional associations representing residential service providers, county social service administrators, and people with disabilities who currently or potentially receive these supports. The consultation process must be transparent and allow for meaningful input from providers and service recipients. By January 1, 2026, the commissioner is required to submit the draft legislation to the chairs and ranking minority members of the legislative committees responsible for health and human services policy and finance. The goal of this bill is to create a clear, statutory framework for integrated community supports that reflects the input of key stakeholders and ensures consistent, comprehensive services for people with disabilities.
