This bill modifies the student union building fee regulations for The University of Texas at El Paso by increasing the maximum fee that can be charged to students. Currently, the board of regents can levy a student union fee up to $30 per student for semesters of six weeks or more, but this bill raises the maximum to $150 per student for semesters or terms of 10 weeks or more, and up to $75 for shorter semesters or terms. The bill introduces a gradual implementation of these fee increases, with interim caps of $70 and $35 respectively for semesters before the 2026 fall semester, and $120 and $60 for the 2026-2027 academic year. The fee can only be increased if approved by a majority vote of students in a general election, and it is specifically designated for financing, constructing, operating, maintaining, and improving the student union building, including potential demolition of the existing building. These new fee provisions will take effect for student union fees collected starting in the 2026 spring semester, with the overall act becoming effective on September 1, 2025. The interim fee caps and related subsections will automatically expire on September 1, 2027.
