This bill establishes a new state college attendance award program for New York high school students who maintain a minimum 3.0 cumulative grade point average (GPA). The scholarship provides $1,000 annually to eligible students who enroll in a public postsecondary institution within one year of high school graduation. To qualify, students must have attended a New York public high school from 9th through 12th grade and maintained a consistent 3.0 GPA. The award can be received for up to four academic years, with different award structures for community college (two years, up to $2,000) and four-year college or university students (four years, up to $4,000). Recipients must maintain the institution's academic standards and remain enrolled until completing their degree. The scholarship can be combined with other academic awards, but the total awards cannot exceed the student's total cost of attendance, which includes tuition, fees, instructional expenses, books, transportation, and room and board. The bill will take effect 180 days after becoming law, with immediate authorization for implementing regulations.
