This bill establishes a state college attendance award program that provides annual scholarships of $1,000 to eligible New York public high school students who attend a New York state public postsecondary institution. To qualify, students must have attended a New York public high school for grades 9-12 and maintained a minimum 3.0 cumulative grade point average throughout high school. The scholarship can be received for up to four years of undergraduate study, with different award amounts depending on the type of institution: students entering a two-year community college can receive up to $2,000 total, while those entering a four-year college or university can receive up to $4,000 total. The scholarship cannot exceed the student's total cost of attendance, which includes tuition, fees, instructional expenses, books, transportation, and room and board. Students can simultaneously receive other academic awards, but the total combination of scholarships cannot surpass their total cost of attendance. The bill will take effect 180 days after becoming law, with provisions allowing for immediate preparation of implementing regulations.
