This bill requires any insurer or corporation that offers a specialized dental benefits plan policy or contract to submit an annual report to the superintendent, who is the head of the state's insurance department. This report, which will be organized by market and product type, must include specific data such as the number of people covered by the plan, including those who have reached the annual coverage limit, the amounts for cost-sharing (what patients pay) and deductibles (the amount patients pay before insurance kicks in), and the maximum amount the plan will cover in a year. The data for these reports will be based on the fiscal year in which the dental coverage was provided. The superintendent will then compile a report of this collected data and send it to the leaders of the State Assembly and Senate, and starting January 1st of the year following the first report submission, the superintendent will make information about dental loss ratios, which represent the percentage of premiums paid out for dental care, publicly available on a searchable website by plan type.
