This bill requires owners of boats and nonmotorized floating structures that are anchored in South Carolina waters for more than 30 days to maintain liability insurance with a minimum coverage of $100,000. For both boats and structures, owners must provide the insurance company with a recent vessel survey (completed within six months) by a licensed boat surveyor, declaring the vessel or structure as seaworthy. Specifically for boats, the survey must confirm that sailboats have working sails and powerboats have a working motor capable of moving as originally intended. Insurers will issue two 3½ x 3½-inch watercraft stickers with the year, insurance company, policy number, and registration number, which must be attached to the vessel or structure. Policies must be renewed every three years, with a new survey required in the fourth year. All policy premiums must be current for renewal. Violations of these requirements will result in a misdemeanor charge, punishable by up to 30 days in prison and a fine of up to $500. The bill will take effect upon the Governor's approval.
