This bill establishes a Workgroup to Study Implementation of an Expanded 3-1-1 Nonemergency System, which will consist of 12 members including state legislators, government agency representatives, and industry professionals. The Workgroup, chaired by the Secretary of Information Technology, will review a previously completed Department of Information Technology study and explore various aspects of expanding 3-1-1 services across Maryland, including existing services, practices in other jurisdictions, potential implementation challenges, and developing a plan for a statewide virtual 3-1-1 portal. A 3-1-1 system is a non-emergency telephone number used to provide municipal services and information, similar to how 9-1-1 is used for emergencies. The Workgroup members will not be compensated but will be reimbursed for expenses, and they are required to submit a report with their findings and recommendations to the Governor and General Assembly by November 1, 2025. The bill will take effect on June 1, 2025, and will automatically be abrogated on June 30, 2026, giving the Workgroup approximately one year to complete its study and make recommendations.
