This bill establishes the Off-Highway Recreational Vehicle Recreation Oversight Board (the Board), which will be composed of five members appointed by the Governor, representing various off-highway vehicle organizations and interests. Each member must be a Maryland resident and will serve a 4-year term with staggered expiration dates. The Board will elect a chair annually and meet at least quarterly. The Maryland Department of Natural Resources will provide staff support, and additional support will come from various state agencies and county representatives. The primary responsibility of the Board is to advise the Secretary of Natural Resources on the operation, acquisition, regulation, and general oversight of off-highway recreational vehicle trails and recreation in the state. Notably, this bill removes previous provisions that specified detailed spending requirements for the Off-Highway Recreational Vehicle Trail Fund, such as mandatory percentages for trail development, maintenance, infrastructure, and marketing. The initial Board members will have terms expiring in 2026, 2027, and 2028, and the bill will take effect on October 1, 2025. This legislation aims to create a dedicated oversight body to guide and improve off-highway recreational vehicle activities in Maryland.
