This bill, known as the "Purple Heart Veterans Education Act of 2025," allows veterans who have been awarded the Purple Heart for service in the Armed Forces on or after September 11, 2001, to transfer their unused Post-9/11 Educational Assistance to eligible family members. The bill enables these Purple Heart recipients to transfer up to 36 months of educational benefits to dependents as defined by specific military family definitions, including spouses and children. Recipients can designate which dependents receive the benefits and how many months each will get, and they can modify or revoke the transfer at any time. The transferred benefits can be used by dependents after they complete high school or turn 18, with special provisions for children who might be delayed in using the benefits due to being primary caregivers for injured veterans or because of emergency situations. The bill ensures that the transferred benefits maintain the same payment rates and usage rules as the original beneficiary's entitlement, and it includes provisions for what happens if the original veteran dies before fully transferring their benefits. The Department of Veterans Affairs, in consultation with the Department of Defense, will develop regulations to implement these new transfer provisions.
