AI Summary
This bill amends the Administrative Code of 1929 to establish a new requirement for the Independent Fiscal Office (IFO) to conduct comprehensive poverty impact analyses. The bill defines "poverty impact analysis" as a detailed assessment of proposed and enacted budgets, examining how they might affect individuals and families below the poverty threshold (defined as households with income below 200% of the federal poverty level). The analysis must include projections on how budgets might change the number of people above or below the poverty line and assess potential impacts on access to essential services like healthcare, housing, and education. The IFO is now mandated to perform these analyses for the Governor's proposed budget, the enacted budget, and specific bills or amendments upon request from legislative members. If requested for a bill or amendment, the poverty impact analysis must be attached before the legislation can proceed to second consideration, though there are provisions allowing legislative action to continue if the analysis is not completed within 10 legislative days. The analysis must be impartial, simple, and understandable, providing lawmakers with a clear understanding of potential economic consequences for low-income populations. The bill will take effect 60 days after enactment.
