This bill establishes an advisory committee on K-12 education innovations that will conduct a comprehensive study of several key educational areas in Tennessee. The committee will consist of eight state legislators (four from the Senate and four from the House), one representative from the state board of education, and one representative from the department of education, all appointed by July 1, 2025. The committee's study will focus on five main areas: (1) evaluating the current teacher and principal evaluation process to assess its effectiveness, (2) reviewing state and local student assessments to determine appropriate scope and frequency, (3) examining the 180-day classroom instruction requirement and potentially allowing schools to meet this through instructional hours instead, (4) reviewing academic standards for high school grades and exploring potential course substitutions for students pursuing career and technical education (CTE), and (5) analyzing educational requirements, licensure, training, and compensation for educators. The committee will work without compensation but may receive travel expense reimbursements, and they are required to submit a detailed report with potential legislative recommendations to legislative leaders and education committees by December 31, 2025. The advisory committee may also consult with third-party experts to inform their study and recommendations.
