This bill amends the Texas Transportation Code to allow the Texas Department of Transportation (TxDOT) to extend the existing comprehensive development agreement (CDA) for State Highway 130 Segments 5 and 6 by up to 20 additional years. The extension requires the private participant to provide agreed-upon consideration and must outline the public benefits. Any funds received from this extension must be used exclusively for designing, financing, constructing, maintaining, and operating nontolled transportation projects located between Interstate 35 and State Highway 130 in the same county as the original project. Each nontolled transportation project must receive approval from the county in which it will be located. TxDOT is mandated to submit a report on the implementation of this amendment to the legislative standing committees with primary jurisdiction over the department by December 1, 2026, with the reporting requirement expiring on September 1, 2027. The bill is set to take effect on September 1, 2025, and appears designed to facilitate transportation infrastructure improvements by providing flexibility in the existing highway development agreement.
