The bill specifically requires that any funds received from this extension must be used exclusively for designing, financing, constructing, maintaining, and operating nontolled transportation projects located between Interstate Highway 35 and State Highway 130, and situated wholly or partly in the same county as the original project. Each proposed nontolled transportation project must receive prior approval from the county in which it will be located. Additionally, TxDOT is mandated to submit a report by December 1, 2026, to legislative committee leaders detailing the implementation of the CDA amendment, with this reporting requirement expiring on September 1, 2027. The bill is set to take effect on September 1, 2025, and aims to provide flexibility in managing transportation infrastructure development while ensuring local government input and oversight.
