This bill creates the Move Oregon-Idaho Border Task Force to explore the potential relocation of 13 Oregon counties (Baker, Crook, Grant, Harney, Jefferson, Klamath, Lake, Malheur, Morrow, Sherman, Union, Wallowa, and Wheeler) to become part of Idaho. The task force will be composed of representatives from county and city governments, tribal governments, school districts, special districts, state legislators, and appointed experts in agriculture, ranching, forestry, small business, and local advocacy. The task force is charged with documenting the legal and legislative processes required at both state and federal levels to move these counties into Idaho, and studying the potential impacts on residents, businesses, and various entities, including changes in taxes, education, regulations, public utilities, and infrastructure. The task force will solicit public input and prepare a comprehensive report with recommendations to the Legislative Assembly by January 15, 2027. Nonvoting members from Idaho's state government will also be invited to participate. The bill includes provisions for member compensation, requires the task force to meet monthly, and specifies that the task force and its provisions will be repealed on January 2, 2028, with the act taking effect 91 days after the 2025 legislative session adjourns.
