This bill enhances protective order provisions related to firearms in domestic violence situations by expanding requirements for petitioners and respondents. The bill mandates that when filing a domestic violence petition, petitioners must provide detailed information about the respondent's firearms, including the potential location, make and model, and the respondent's history with firearms. It also requires respondents to surrender firearms and handgun qualification licenses within 24 hours of receiving a protective order, and provide written proof of surrender within two business days. Additionally, the bill creates a Task Force to Study the Use of Firearms in Domestic Violence Situations, composed of legislators, law enforcement representatives, domestic violence advocates, and other stakeholders. The Task Force will examine approaches to ensure accountability in firearm surrenders and develop a pilot program to implement its recommendations. The bill aims to improve safety for domestic violence victims by creating more comprehensive procedures for firearm removal and tracking. The Task Force is required to submit a report to the Maryland General Assembly by November 15, 2025, with the task force's provisions set to expire after six months. The substantive changes to protective order laws will take effect on October 1, 2025.
