The bill requires petitioners filing for a protective order to provide detailed information about the respondent's potential firearm possession, including specifics about the type, location, and history of firearms. It mandates that when an interim, temporary, or final protective order is issued, the respondent must surrender all firearms to law enforcement within 24 hours and provide written proof of surrender within two business days. The bill also creates a Task Force to Study the Use of Firearms in Domestic Violence Situations, comprised of legislators, law enforcement representatives, domestic violence advocates, and court representatives. This Task Force will examine approaches to ensure accountability in firearm surrender and develop a pilot program to implement recommendations across urban, rural, and suburban communities. The Task Force is required to submit a report to the Maryland General Assembly by November 15, 2025, and will then be automatically dissolved. The provisions of the bill will take effect on October 1, 2025, with some sections becoming operational on June 1, 2025, aiming to provide more comprehensive protection for domestic violence victims by addressing potential firearm risks.
