This bill modifies the procedures for filling vacancies on the Carroll County Board of Education by changing how and when vacancies are addressed. Specifically, the bill establishes two different approaches depending on when a vacancy occurs in relation to the candidate filing deadline for the primary election in the second year of the vacating member's term. If the vacancy occurs 30 days or less before this deadline, the County Commissioners will appoint a qualified individual to fill the seat for the remainder of the term. If the vacancy occurs 31 days or more before the filing deadline, the County Commissioners will first appoint an interim member, and then an individual will be elected at the next general election to complete the remainder of the term. This replaces the previous provision where the Governor would automatically appoint a new voting member to fill any vacancy. The bill ensures continuity of representation on the board while providing a more structured process for replacing board members who leave before their term is complete. The changes will take effect on July 1, 2025, giving local officials time to prepare for the new procedures.
