This bill modifies the procedures for filling vacancies on the Carroll County Board of Education by changing how interim members are appointed and elected. Currently, if a voting member's seat becomes vacant, the process depends on when the vacancy occurs in relation to the candidate filing deadline for the primary election in the second year of the vacating member's term. If the vacancy occurs 30 days or less before this deadline, the County Commissioners will appoint a qualified individual to fill the seat for the remainder of the term. If the vacancy occurs 31 days or more before the filing deadline, the County Commissioners will first appoint an interim member, and then an individual will be elected at the next general election to complete the remaining term. This approach ensures continuity of representation on the board while also providing a mechanism for voters to choose a permanent replacement. The bill maintains the existing requirements that board members must be residents and registered voters of Carroll County, and that no member can serve more than two consecutive terms. The changes will take effect on July 1, 2025, giving local officials time to prepare for the new vacancy procedures.
