Agencies must also develop a plan for potential future telework expansion and obtain certification from the Office of Personnel Management director that the plan will positively impact agency performance, reduce costs, improve workforce dispersal, and ensure employee productivity. The bill defines key terms like "telework" to include remote work and establishes strict requirements for agencies to justify any changes to their pre-pandemic work arrangements. Agencies cannot implement any new telework plan without receiving explicit certification, and if their initial plan is not approved, they may submit revised plans until certification is granted.
