This bill requires that all parking violation devices (such as parking meters or parking enforcement equipment) be equipped with camera technology capable of taking time and date-stamped photographs of vehicles at the time a parking violation occurs. The bill mandates that these photographs must accompany each parking violation ticket and be stored by the relevant bureau, with the photographs available upon request to the person charged with the violation. The bill includes privacy protections, specifying that the photographs should not, to the extent practicable, include images that identify the driver, passengers, vehicle contents, pedestrians, or cyclists. The photographs can only be used to establish liability for the parking violation, collect payment of penalties, comply with court orders, or as otherwise required by law. Additionally, the bill requires that notices of parking violations now include information about how a person can request a photograph of their alleged violation. These new requirements will take effect 180 days after the bill becomes law, allowing time for parking enforcement agencies to upgrade their equipment and procedures to comply with the new regulations.
