This bill amends the New York State Finance Law to require that when government agencies evaluate and award procurement contracts for services, they must now consider union labor as a quantitative factor in their decision-making process. Specifically, the bill modifies the definition of "best value" in contract procurement to include whether the commodities or services being offered were manufactured by or will be performed by members of a labor organization, as defined in the state's executive law. This means that when comparing potential contractors, state agencies will now be able to give additional weight or points to bids from companies that use union labor. The change is designed to potentially provide a slight competitive advantage to contractors who employ unionized workers. The amendment will take effect 30 days after becoming law, and the provisions will be subject to existing repeal provisions of the section of law being amended.
