This bill provides $125,000 in recurring funds annually for the 2025-2027 fiscal biennium to the North Carolina Department of Health and Human Services, specifically for the Division of Mental Health, Developmental Disabilities, and Substance Use Services. The funds will be granted to the North Carolina Association of People Supporting Employment First (NC APSE) to develop and implement training programs focused on evidence-based supported employment services. These training programs, which will include online modules, are designed to help individuals with serious mental illness, intellectual disabilities, or developmental disabilities prepare for, find, and maintain competitive, integrated employment. The training will be made available statewide to employers who have hired or are willing to hire individuals in these targeted populations, service providers from local management entities/managed care organizations, and other entities deemed beneficial by the Department. The bill defines "individuals in targeted populations" as people with serious mental illness who are not in or at risk of entering an adult care home, as well as those with intellectual or developmental disabilities. The act will become effective on July 1, 2025.
