This bill requires washing machines sold in New York State after January 1, 2030, to include a microfiber filtration system that can remove at least 90% of fibers and microfibers that are 100 micrometers or larger from water used during washing cycles. The bill defines a microfiber filtration system as a filter or series of filters built into or packaged with a washing machine to capture these tiny fibers. Manufacturers must provide a certificate of compliance to distributors and retailers, confirming that their washing machines meet the new requirements. Additionally, all new washing machines with a microfiber filtration system must bear a visible sticker informing consumers about the system and providing instructions for maintaining and cleaning the filters. Distributors and retailers who are not manufacturers can sell existing non-compliant washing machines acquired before December 31, 2029. The bill allows the Department of Environmental Conservation to create rules for implementing and determining compliance. Violations of the bill can result in civil penalties, starting at $500 for the first offense and increasing to $1,000 for subsequent violations, which can be enforced by the attorney general, city attorneys, county counsels, or district attorneys.
