This bill adds a new section to the state finance law that requires all state contracts to include a clause mandating that contractors provide health insurance coverage for transgender, non-binary, and gender expansive people. Specifically, the bill requires that any contractor seeking a state contract must offer a health plan that covers a comprehensive range of gender-affirming healthcare services, including hormone therapy, surgical procedures, mental health care, voice care, fertility preservation, medical equipment, and any other treatments deemed medically necessary by a licensed healthcare provider. The bill defines these services in detail, covering everything from hormone therapy and surgical procedures to post-operative care and support services. If a contractor is found to be participating in a health plan that does not provide these services, their state contract will be rendered void by the state comptroller. The bill applies to new contracts and to renewals or modifications of existing contracts, and the state comptroller is authorized to issue rules and regulations to implement this requirement. The act will take effect 90 days after becoming law and will apply to all contracts entered into, renewed, or modified from that point forward.
