The bill requires that all state contracts and specifications include a clause stating this requirement, and allows the state comptroller to render any contract void if the contractor is found to be participating in a health plan that does not provide the required coverage. The bill also grants the state comptroller the power to issue rules and regulations to implement these provisions, and specifies that the bill applies to all contracts entered into, renewed, or modified on or after the effective date.
