AN ACT to amend the state finance law, in relation to participation in state contracts

This bill amends the state finance law to prohibit the state from entering into contracts with contractors that do not provide health insurance coverage for services related to transgender, non-binary, and gender expansive individuals, such as hormone therapy, gender-affirming surgery, and treatments typically associated with a particular gender. The bill also allows the state comptroller to void any existing contracts if the contractor subsequently participates in a health plan that fails to provide these services. The bill will take effect 90 days after becoming law and apply to all new, renewed, or modified contracts from that point forward.
