This bill amends the Texas Natural Resources Code to enhance safety standards for electrical power lines at oil and gas well sites and surface facilities. Currently, operators must construct and maintain electrical power lines according to the National Electrical Code (NEC), a standardized set of electrical safety guidelines. The bill introduces a new process for addressing non-compliant electrical power lines: if the Railroad Commission discovers an electrical power line that does not meet NEC standards during an inspection, they must notify the Public Utility Commission of Texas. The two commissions will then collaborate to resolve the issue through one of three methods: (1) notifying the electric utility to assess whether power should be disconnected, (2) requesting a state fire marshal or local government authority to inspect the site and require mitigation of dangerous conditions, or (3) instructing the electric utility to investigate and disconnect service if necessary. The provisions will apply to inspections conducted on or after the bill's effective date of September 1, 2025, aiming to improve electrical safety at oil and gas facilities by creating a clear protocol for addressing potential hazards.
