This bill amends the Texas Natural Resources Code to enhance safety standards for electrical power lines at oil and gas well sites and surface facilities. Currently, operators must construct and maintain electrical power lines according to the National Electrical Code, but the bill introduces new collaborative procedures for addressing potential electrical hazards. Specifically, if the Railroad Commission discovers an electrical power line that does not meet safety standards during an inspection, they are now required to notify the Public Utility Commission of Texas. The two commissions will then collaborate to resolve the condition through three potential actions: notifying the electric utility to assess potential power disconnection, requesting a fire marshal or local government to inspect and mitigate dangerous conditions, or instructing the electric utility to investigate and potentially disconnect service. These new provisions aim to proactively address electrical safety risks at oil and gas sites by creating a clear protocol for identifying and resolving potential hazards. The bill will take effect on September 1, 2025, and applies to inspections occurring on or after that date.
