This bill requires that the model law enforcement use of force policy, which provides guidelines for police officers on when and how force is permitted, include specific best practices, policies, and guidelines regarding the discharge of a firearm at a moving vehicle. Additionally, the municipal police training council, a body responsible for overseeing police training, must develop and disseminate written policies and procedures specifically addressing the use of force when firing at a moving vehicle, and recommend the establishment of ongoing training programs for all police officers, including periodic retraining, on these new policies and procedures.
