This bill requires the municipal police training council, a body responsible for setting standards for police training, to develop and distribute written policies and procedures for police officers on when it is permissible to discharge a firearm at a moving vehicle, and to recommend ongoing training programs for all officers, both current and new, on these specific policies and procedures, including periodic retraining. This addition to existing law, which already mandates model use-of-force policies for law enforcement, specifically addresses the use of deadly force against moving vehicles, a critical and often controversial aspect of policing.
